The YTCA's treasury has been affected by today's economy, just as its members have. One of the largest expenses each year to the club is the cost of printing and distributing the Express. In 2009 the cost was $10,360.78. The Board does not feel that it would be in the best interest of the members to raise the membership dues at this time as many other breed clubs have done.

In an attempt to reduce these costs and still provide the membership with club news, the YTCA Board has decided to move the Express to a new format. The Express will now be known as the E Express. It will be a full color publication and will be distributed to the membership via email. The E Express will be sent by email free of charge. A black and white hard copy subscription may be purchased by members at a cost of $25 per year. Members who reside outside of the United States will pay an additional charge for postage. The cost of postage to Canada will be a $15 per year. Mexico will cost $20 per year and all other foreign countries will cost $30 per year. All hard copies, domestic and foreign, will be mailed first class. The above postage charges will be in addition to the annual dues.

The E Express will contain the same information as the Express did and offer more opportunities for advertising, both for members and businesses. Ad rates and deadlines are quoted below. Co-Editors for the E Express will be Ken Lambert and Charlie Farrar. If you have questions about the new publication or wish to make suggestions, please contact Ken at eexpress2010@aol.com 405-834-3296 or Charlie at evenstaryorkie@peoplepc.com or Charlie.farrar@chrsolutions.com 806-792-1619.

The YTCA Board hopes this change will be embraced by all of its members.  The dues renewal form will be sent out in May and will include space for providing member information to the Treasurer so the E Express can be provided to you in whichever format you choose.  Please be sure to fill out the form completely to insure that you will receive the E Express on time.
Due to the change of Treasurer on June 1st and the need to update all members' information from the dues renewal forms, the first issue of the E Express will not be published until July 15th. All future issues will be on time.

Advertising costs
One page member ad $25.00 - this includes 1 picture, additional pictures are $10 each

in litter and contact information   $15.00 Picture with litter announcement $10.00 per picture.

Regional clubs get one free ad a year to advertise their specialty

Final approval of advertising is made by the Board.

The purpose of this Fund is to allow fanciers of the Yorkshire Terrier Breed an opportunity for additional monetary assistance in furthering their education.   Roberta Rothenbach was an avid supporter, breeder, exhibitor and mentor for these dogs and their owners.   One of her greatest joys was in watching novices come up through the ranks and achieve success in all of their endeavors.

Welcome to our new members!!!

The following applicants have been voted into membership.  We welcome you!

(1)  Ruth Taggart, Menasha, WI
(2)  Holly M. Gilbert-Cleary, Arundel, ME
(3)  Isabella B. Parker, Winterhaven, FL
(4)  Matina E. Johnson, Hoover, AL

Answers to questions recently received by the Board:

 1. If there are a majority of negative votes on the changes to the COE and COC, will it:

     a. Still be up for debate and we can have further input?

     b. Be tabled as a whole and left as is?

     c. Changes that received positive votes be made and those that were voted down vetoed?

Answer to # 1: Once the ballots are in and counted, the board will make a decision about appointing another committee if any items receive a majority of no votes. The committee that worked on the current changes has finished their task.

2. If changes are made to the codes at this time, is there a time limit before additional changes can be made? If so, what is the limit?

Answer to # 2: There are no time limits before additional changes can be made.

 3. If the changes are voted down, could it be put on the agenda for the membership meeting to discuss in Memphis?

Answer to # 3: If there are codes that are voted down the Board has intentions in appointing a new committee very soon after results are in. The Committee will ask for membership input before the annual meeting, so ideas can be presented at the meeting or before.

 4. If it goes back to committee, could the committee be expanded? Or could a questionnaire be sent out by the committee to the membership in order to get additional feedback?

Answer to # 4: The committee that worked on the current revisions has done their job. The Board will appoint another committee. A questionnaire could be sent out for suggestions from the membership. The questionnaire would be available in The Express, Official Notice List and Bulletin board on YTCA Website.

 5. Who puts together the agenda for the membership meeting? Can the agenda be presented to the membership prior to the Memphis shows? Can it be published on the web site or in the Express?

Answer to # 5: Our YTCA Secretary puts the agenda together with input from the Board. Yes, the agenda will be available to the membership before Memphis. It will be available on the bulletin board and on YTCA website.

 6. Isn't there a committee working on the by-laws as well? Can or have we received an update of the progress of that committee? If there already has been posted, can you tell where I can find a copy of that?

Answer to # 6: Yes, there is a committee working on the by-laws. There was an update in the last Express on page 26. There will be more updates coming in The Express. This is a massive job and will take some time to make some headway.

7. When is the committee going to be started for the revision of the standard? I know we have 3 more years but we need to take time in this and I for one do not think it is too early to start. Could the Membership vote or make recommendations for those to sit on this committee since it is so close to many of our hearts.

Answer to #7: The revision of the D.Q. will be addressed at the Board Meeting in New York. The membership could make recommendations but the Board will assign the committee at that time.

Thank you for your questions.

Purina Parent Club Partnership

The Yorkshire Terrier Club of America through its participation in the Purina Parent Club Partnership (PPCP) Program is enhancing the health and well-being of the Yorkshire Terrier. Like the 166 other clubs now participating in the program, the Yorkshire Terrier Club of America earns funding for important canine health studies, education efforts and rescue programs when Purina Pro Clubâ members declare the Yorkshire Terrier Club of America to receive matching funds and submit their weight circles.

As of August 31, 2008, the Yorkshire Terrier Club of America has 1814 members declared for the Purina Parent Club Partnership Program. From January 1, 2008 through August 31, 2008, 256 members have submitted weight circles resulting in a total of $6,026.43 accumulated thus far for the 2008 Program.

If all 1814 Pro Club members declared for the Yorkshire Terrier Club of America submitted weight circles at the same rate as the 256 members currently submitting, the earnings through August 31st may have potentially been $42,702.90.

The best way to increase the earnings and close the gap on the potential earnings is by spreading the word:

To Club members who are already Pro Clubâ members: Encourage them to declare for the Purina Parent Club Partnership Program by calling 1-877-776-2582 and encourage them to submit weight circles to the Purina Pro Clubâ .

To Club Members who feed Purina but are NOT members of Pro Clubâ: Make them aware of the Purina Parent Club Partnership program and encourage them to join Pro Clubâ, declare for their breed and submit weight circles to the Purina Pro Clubâ  .

Each new person who declares participation in the PPCP Program and submits weight circles or who joins Pro Clubâ and declares and submits weight circles will only help to increase the earnings for 2008. To assist you in spreading the word, we have developed ad slicks and a program overview sheet that are perfect for use in your club’s publications, website, show catalog, etc. Additionally, we have found that many participants have been made aware of the program through information made available to them on their club’s web site.

Also, please do not forget that we have PPCP promotional display boards that your club may have for their use while supplies last. We hope you will be able to use the display at events, meetings, banquets, etc. to help build awareness of the program and earn funds to benefit your breed. If you are interested in receiving a display board for your club’s use, please let me know.

The end of the year will be upon us before we know it. Please encourage participation in this unique program, and submission of weight circles before the end of the year, to benefit the Yorkshire Terrier. Weight circles submitted after the end of the year will be credited to next year’s program. There are too many important initiatives needing funding to delay participation.

Purina thanks you for this opportunity to partner with you and the Canine Health Foundation in advancing the health and well being of the Yorkshire Terrier.

pleased that Marie Bradley (TX), Rose Jenks (CT), Kathleen Kolbert
(CT), Roberta Rothenbach (IL) and Bob Owen,Chairman (KY), have
accepted to serve on this committee. This Committee is approved for
the length of time it takes to complete the task at hand.

We trust that their efforts in revising and updating the Code of
Ethics and Code of Conduct will result in an enhanced set of
standards that all members will want to endorse with a strong
commitment. The committee will also address the areas of enforcement
of the Codes with the desire to better define when actions are
appropriate. We believe their work will help the membership meet its
most important goal of better protecting our beloved breed.

a) We trust that this committee will ask for input from the entire
membership.
b) The material previously forwarded to the Board from various
members will be forwarded to the committee.
c) The committee is to contact the Board should they encounter any
difficulties that the committee cannot solve.
d) The committee is to provide a rough draft of the Codes for the
board to review before the completion of the final document.
e) The committee will present the final document to the board for

published in the Express for the membership to view and address.
g) The Codes will then be prepared for membership vote.

Board. (By-Laws Article 5, Section 1)

The Board deeply appreciates the extra time and effort that the

will be a memorable service to help advance the work of our Parent
Club in an area where membership concerns have been noted.

On behalf of the Officers and Board of Directors, we offer a sincere
thank you for their interest in serving to review and update the Code
of Ethics and Code of Conduct and we wish them much enjoyment from
their participation as an active member of the YTCA.

Sincerely,
YTCA Officers and Board of Directors

YTCA  FUNDS  GRANTS

The Yorkshire Terrier Club of America is pleased to announce they are helping to “raise the bar” in the fight against canine disease.  The Officers and Board of Directors recently voted to support the funding of the following grants that will be matched by the AKC Canine Health Foundation for a total of $21,000.

$2,500 for Grant No. 908  Serotonin Type 2A Receptor Antagonist Therapy for Preventing the Progression of Myxomatous Mitral Valve Disease, Mark A. Oyama, DVM, DACVIM, University of PA.

$1,000 for Grant No. 1160-A  Development of Contract-Enhanced Magnetic Resonance Angiography for the Diagnosis of Congenital Vascular Liver Disease in Dogs, Wilfried Mai, DVM, PhD, University of PA.

$7,000 for Grant No. 963  Genotyping Small Breed Dogs with Portosystemic Vascular Anomalies and Microvascular Dysplasia, Sharon A. Center, DVM, Cornell University.

These grants will help improve the health of the Yorkshire Terrier.  They were peer reviewed for methodology and significance with a focus on keeping costs at a minimum.  They have received appropriate scientific scores ranging in categories from intellectual quality to the overall merit of the study.  Funds for these grants come from the YTCA Donor Advised Fund.

Disqualification Directive

TO: AKC Judges, AKC Judging Operations
FROM: Yorkshire Terrier Club of America Board of Directors
DATE: September 26, 2007

SUBJECT: Clarification of the Yorkshire Terrier DQ to be initiated on
October 1, 2007

The Disqualification reads as follows:
Any solid color or combination of colors other than blue and tan as
described above.
Any white markings other than a small white spot on the forechest
that does not exceed 1 inch at its longest dimension.

=============================================================
DIRECTIVE;
The new Disqualification is an ADDITION to the Yorkshire Terrier
Breed Standard. It is there to disqualify Yorkshire Terriers with
colors OTHER THAN those as described in our Breed Standard. The
American Kennel Club is registering parti-colors, solid colors, and
chocolate and tan dogs as Yorkshire Terriers even though they do not
meet our Breed Standard as written. AKC will not deny registration on
color alone. These dogs have been shown at AKC matches and non-AKC
events. Immature dogs not having a totally clear tan or immature dogs
that are not yet totally blue are acceptable under our Breed Standard
and should NOT be disqualified. To do so would be a misinterpretation
of the Disqualification AND of the Breed Standard.

The Yorkshire Terrier whose coat is of prime importance has a slow
metamorphosis from the black and tan puppy to the blue and tan adult.
Some of these dogs take three or more years for their coat to mature;
therefore our YTCA Members chose NOT to specify an age for color
maturity. Only dogs of solid color, unusual combination of colors,
and parti-colors should be disqualified.

In summary:

DISQUALIFY
„X Solid color dogs such as a solid color gold or solid color chocolate
„X A chocolate and tan dog or other unusual combination of colors
„X A white dog with black and tan markings (parti-color)

DO NOT DISQUALIFY
„X Puppies, Class dogs and young Champions whose tan has not yet
totally cleared. This is typically seen around the head area where
thumb prints may exist. Young Puppies may still have an intermingling
of black hair in the tan.
„X Puppies and young adults whose black body coat has not yet totally
turned to blue.
„X A dog that has a small white spot not to exceed 1 inch on the fore-
chest.

A Blueprint or Guide (Illustrated Discussion) as to what the Parent
Club considers to be the correct Yorkshire Terrier can be obtained by
